This is the music video for the song, ‘Sound Advice’ by the New Zealand band, Breaks Co-Op.
It is from their 1997 debut electronic album, ‘Roofers’.

The video depicts the singer performing the song at the Saltdean Lido, an art deco building in Brighton and Hove, England.
He can be then seen in a car which is moving through the city streets.
