12th Annual NZ International Education Conference
‘Forging the Future Top of Mind for International Education Industry’
‘Forging the Future’ is the overall theme of this years annual New Zealand
International Education Conference, to be held at Te Papa, Wellington on
August 12th and 13th.
Organised and run by Education New Zealand, this years Conference will
feature keynote speakers from the U.K., Canada and Australia, as well as
presentations from many key stakeholders in the industry. Over 300 delegates
are registered, representing all sectors of the industry.
The Conference is recognised as the leading industry event of its type in New
Zealand, and provides an opportunity for the industry to network, obtain
information, debate the issues and contribute to the development of
International Education in New Zealand.
Among the keynote speakers are:
Hon. Trevor Mallard, Minister of Education.
John Shackleton, Manager Accreditation Services at the British Council since
July 2001. He is responsible for the management of the English in Britain
Accreditation Scheme.
Alan Olsen, a consultant in international education, based in Hong Kong,
carrying out research, strategy and policy advice for client institutions and
organisations on international education, transnational education and
international student programs.
Dr Jane Knight, adjunct professor at the Comparative, International,
Development Education Centre, Ontario Institute for Studies in Education,
University of Toronto.
Howard Fancy, Secretary of Education.
Robert Stevens, CEO of Education New Zealand
Robust debate will ensure from two Forum sessions, one featuring Dr. Bill
Rosenberg (National President of the Association of University Staff) &
Norman LaRoque (Policy Advisor with the New Zealand Business Roundtable) who
will discuss issues around the internationalisation of education, and a
Politicians Forum with Deborah Coddington (ACT), Metiria Turei (Greens), Jim
Peters (NZ1st) & Hon. Dr Nick Smith (National), who will present and discuss
their views on the industry.
A range of breakout sessions will allow delegates to discuss a wide range of
issues in depth, and includes briefings from NZIS, NZQA, MoE and a range of
other key stakeholders. The importance of networking has not been forgotten,
and there will be a Conference Dinner on Tuesday night at the Duxton Hotel.
The joint Education New Zealand and New Zealand Trade & Enterprise ‘Five
Steps Forward’ Marketing programme for 2004 will also be introduced at
Conference.
Ten international education agents from 7 different countries will be meeting
with institutions on Monday the 11th of August, and will be on hand during
Conference for further meetings. After the Conference, they will be spending
a few days in New Zealand, looking at institutions and checking out what New
Zealand has to offer their students. SUMMARY:

Marine Biotoxin Warning Widens
The New Zealand Food Safety Authority and Ministry of Health wish to
reinforce marine biotoxin warnings issued by several District Health Boards
following further spread of a toxic algal bloom.
The public are advised not to collect or consume shellfish from the following
parts of the Taranaki, Waikato and Auckland regions:
Ohawe Beach in Taranaki north to Kawhia (excluding Kawhia Harbour) in the
Waikato. West coast beaches between the Manukau Harbour entrance north to the
Kaipara Harbour entrance excluding both Manukau and Kaipara Harbours.
The Hawkes Bay and East Coast regions of the North Island also remain subject
to a marine biotoxin warning, caused by the same toxic algae, Gymnodinium
catenatum.
Routine testing of shellfish in these areas has shown higher than acceptable
levels of paralytic shellfish poison (PSP). Anyone eating these toxic
shellfish is potentially at risk of illness. Bivalve shellfish such as
mussels, pipi, tuatua, cockles, oysters, toheroa, and scallops should not be
eaten. Kina should not be eaten. Paua, crayfish and crabs can be eaten safely
if the gut is removed before cooking. The gut should not be eaten.
No commercial shellfish harvesting areas have been affected.
Jim Sim, Principal Advisor (Shellfish) of the New Zealand Food Safety
Authority says, “Ongoing testing indicates that this toxic algal bloom may
continue to spread. In 2000, the west coast and much of the east coast of the
North Island was affected for a number of months by this algae, with
dangerously high toxin levels recorded.â€
Symptoms of Paralytic Shellfish Poisoning can occur within 12 hours of eating
affected shellfish and can include: Numbness and a tingling (prickly feeling)
around the mouth, face, and extremities first. Difficulty swallowing, or
breathing. Headache, dizziness, and double vision. Consumption of shellfish
containing very high levels of PSP toxin can be fatal.
Due to an unrelated toxic algal bloom, part of the West Coast of the South
Island remains subject to a marine biotoxin warning as well.

13 draft principles.
1. Not for Crown to determine nature and extent of customary rights but
respect rights of iwi and hapuu.
2. Oppose moves by govt to change customary rights without iwi or hapu
consent - Govt wants to change present structure - iwi and hapu say engage
first.
3. Govt of New Zealand does not own seabed and foreshore because these
customary rights was with Māori prior to new government. Government don't
own seabed, foreshore - they're still part of Māori land rights, before you
do transactions with others you talk to iwi and hapu.
Aquaculture - one of the things developing. Coastal space - govt must
allocate that space to a whole lot of others without discussing with Māori
first - we have priority through our customary rights.
4. Any redress, reform or policy that recognises customary rights shouldn't
undermine other settlements - Ngai Tahu - entered into years ago, but there's
a provision that if coastal space is tended than Ngai Tahu shouldn't be left
out.
Crown can't use a mechanism to undermine iwi and hapu.
5. Public access for private, recreational use - but Crown shouldn't take
away iwi hapu authority to access. Rights available to every other New
Zealand who owns property.
Bill English - Māori not wanting New Zealanders to go to beach?
Ken Mason - Māori have consistently said we have no wish to exclude public
access for those that wish to partake of their individual interests. Why is
it that the public or section of public is unwilling to accept this?
Mat Rei - People who believe that - nothing that Māori have said to prohibit
others.
6. Timeframe - don't think the Crown can do things in the timeframe.
Establish a principle manner in which negotiations can occur. The first
thing is for government to engage with iwi and hapu to set the framework.
7. Treaty grievances - any loss of customary rights; any pre-emptive move to
curtail customary rights of iwi and hapu will be regarded as a significant
Treaty grivance. If Māori have a right which is removed - a constitutional
principle.
Uncompromising - clarify a position for Nga Iwi o Te Tauihu.
Also important that the Crown is aware that hapu and iwi are coming together
and are looking at this issue in depth.
Government aren't yet aware of principles. Not cast in concrete - guidelines
for discussion. Will be available for participants at Omaka hui.
Important things that Māori need to come to understanding about.
If Govt doesn't engage in discussion - Rei - there are forums and ways that
iwi and hapu can resist changes. Customary land is held in accordance with
tikanga Māori - if govt acts without consent, racial relationships will
deteriorate.
58.5% disagree ownership should remain in Crown hands. Crown dont have
ownership.
