Fijian Minister of Lands, Ratu William Toganivalu, has announced plans to implement a new decree which changes libel from a civil matter to a criminal offence. If convicted, journalists could be jailed. The decree comes as Fiji prepares for its first national elections since the
1987 military coup, and is regarded in some sectors as a warning by the government about election coverage. The decree is expected to cover Australian and New Zealand journalists who intend to report on the Fijian elections. Kim Hill interviews Stan Ritova, President of the Fiji Press Club and a reporter for Reuters.
