This film depicts a public event officiated by the Timaru mayor at the Caroline Bay soundshell. An unidentified VIP is chauffeured in a car bearing the Union Jack. A large throng, dressed in their finest are seated in front of the soundshell. Crowd scenes followed by a wider view of Caroline Bay and people swimming. A boy in a small inflatable dinghy is propelled along by a couple of swimmers.
