Administering For Excellence: The Pico Report

With only minor differences the system for delivering the resources for education differ little from those of the 1920s, yet society has changed beyond recognition.

The government has said it will tackle the problem which it perceives as being administrative rather than actual teaching, or the curriculum itself. A task force has been established to look at the powers and functions of the administrative system and to recommend changes.
