Former Cook Islands Government Auditor Richard McDonald gave evidence at the Commission of Inquiry into winebox Cook Islands tax avoidance. He told inquiry he had alerted New Zealand authorities when he discovered Rarotonga was planning to introduce suspect tax certificates.
