Former Auditor-General Brian Tyler gave evidence at Commission of Inquiry into Cook Islands tax fraud winebox allegations, criticised Inland Revenue Department during the 1980s who had not kept pace with proliferating tax avoidance schemes and named Keith Rushbrook, KPMG Peat Marwick, as potential party to alleged fraud.
