An investigation into the deaths of two mentally ill New Zealand men in custody in Tafa'igata Prison in Samoa has found a culture of corruption and abuse with prisoner ill treatment and exploitation flourishing. The mother of one of the victims, Christine Wilson, is now praising the findings of the Commission of Inquiry.
